Board of Control for Cricket in India (BCCI) invites Proposals for provision of Performance Analysis Services for the National Teams.

 

BCCI invites Proposals from reputed entities to acquire the rights and obligations to provide Services that entails the provision of Performance Analysis Services for the National Teams, through a tender process.

Accordingly, the BCCI is issuing the Request for Proposal for Performance Analysis Services for the National Teams (“RFP”) which provides the detailed terms and conditions governing the submission and evaluation of Proposals. The RFP will be made available on receipt of payment of a non-refundable fee of INR 1,00,000 (Indian Rupees One Lakh Only) plus any applicable Goods and Services Tax. The Interested Parties may note the following timelines with respect to the RFP:

Interested parties are requested to email the details of payment made for the purchase of the RFP to rfp@bcci.tv, as per the procedure laid down in ANNEXURE A. It is clarified that the RFP documents shall be shared only upon the confirmation of payment of the non-refundable RFP fee.

Any Interested Party wishing to submit a bid is required to purchase the RFP. However, only those satisfying the Eligibility Criteria set out in the RFP, as laid down in ANNEXURE B, and subject to the other terms and conditions set out therein, shall be eligible to bid. It is clarified that merely purchasing the RFP does not entitle any person to bid.

BCCI reserves the right to cancel or amend the RFP process at any stage in any manner without providing any reason.

 PROCEDURE TO PROCURE THE RFP DOCUMENTS

 The RFP document can be purchased as per the following procedure:

It is clarified that the RFP documents shall be shared only upon receiving the payment and the details as mentioned above. It is further clarified that the RFP must be purchased by the entity that is desiring to bid.

ANNEXURE B

ELIGIBILITY CRITERIA

 The Interested Parties must note the following eligibility requirements with respect to the RFP:

  1. General Eligibility: Subject to Section 2.3 of the RFP (i.e., Fit and Proper Person) , any entity incorporated anywhere in the world (which expression includes, as regards corporate entities, each Interested Party and/or its wholly owned subsidiary companies), which satisfy the eligibility requirements as on the date of this RFP (or such other specific date as is specified in this RFP in relation to any individual criteria) are eligible to participate in this process and to submit Proposals.

  2. Financial Eligibility: The average audited annual turnover for last 3 (three) years of the Interested Party must be at least INR 2 crores (Indian Rupees Two Crores). For calculating the annual turnover, the turnover of any Group entity of the Interested Party can be consolidated with or otherwise added to the Interested Party’s turnover for the purposes of satisfying this threshold.

  3. Technical Eligibility: The Interested Parties must demonstrate the following, supplying evidence thereof as part of its Proposal:
  • Minimum 5 years of experience in providing:
  • advanced performance analysis tools;
  • expertise in real-time match analysis;
  • video analysis;
  • data collection; and
  • statistical modelling and technologies (back-end and front-end both), tailored to the requirements of cricket teams or any other sports team similar to Services in Schedule 1 of the Services Agreement;
  • leading edge, scalable, robust and reliable software and technology to deliver the Services;
  • sufficient human and other resources to provide Services, as reflected in the Services Agreement, including without limitation, a sufficient number of suitably qualified personnel who will be involved in provision of Services. Such personnel must have appropriate brand design credentials in India;
  • sufficient and relevant contacts, expertise and resources; and
  • references satisfactory to BCCI from entities to which the Interested Party has supplied services which are of the same as or similar to the
